Phillips holds a Master’s degree in International Law from the University of Aberdeen, Scotland, and a Master of Science in International Trade Policy from the University of the West Indies Cave Hill. She is also a certified mediator, having completed her training at the Centre for Effective Dispute Resolution in London.

She has held positions on several boards and is the former Deputy Chairperson of the Barbados Accreditation Council.
